Job Description

The Ulster BOCES Center for Innovative Teaching & Learning (CITL) Student-Based Programs is seeking an Assistant Director, Special Education for a full-time, 12-month position.

The chosen candidate will be challenged with providing each student with an educational experience focused on preparing them for a bright and successful future. Center for Innovative Teaching & Learning Student-Based Programs Ulster BOCES provides programs for students ages five through twenty-one who are identified as needing specialized programs and/or supports according to their Individualized Education Program (IEP).  The programs offered at the Ulster BOCES Center for Innovative Teaching & Learning have been developed and are offered to meet the specific needs of our students in order to assist them in realizing their potential to achieve both academically and socially. The ideal candidate will be an enthusiastic, knowledgeable, and experienced educational leader who is committed to maintaining and encouraging a climate of excellence for students, faculty, and the community.  This candidate will also have several years of experience in Special Education as well as experience leading a comprehensive educational program. Appropriate NYS Certification (SBL and SDL) and fingerprinting required. 

Salary commensurate with experience and training. Starting salary at $130,000.00

GENERAL RESPONSIBILITIES:
To assist the Assistant Superintendent for Learning & Design - CITL in coordinating and partnering with districts, families and outside agencies, and in providing support to building principals in the areas of CSE meetings, programs and related services, IEP development and implementation, manifestation hearings, student intakes and K-12 professional development opportunities. 

SPECIFIC DUTIES:

  • Coordinates and partners with district CSE Chairs in preparation for and follow up to annual reviews, program reviews, and new entrant meetings.
  • Works cooperatively with districts, parents, staff and outside agencies in providing program and service recommendations.
  • Works cooperatively with all building staff to ensure that IEPs are accurately prepared and implemented in compliance with all regulations.
  • Works with the Special Education IEP Coordinator:  assists Director in establishing an intake team and process, communicates effectively with districts, coordinates intake appointments, consults with staff in making intake recommendations.
  • Assists Director in hiring, supervising, and evaluating Special Education staff.
  • Coordinates related and itinerant services in the areas of staffing and supervision.
  • Coordinates and partners with districts and building administration for summer school preparation and implementation.
  • Keeps well informed of all NYS laws and regulations pertaining to special education compliance, laws and services.
  • Demonstrates professional growth through keeping current with new literature, research, and techniques; attends professional meetings and conferences.
  • Serves as a resource to faculty and staff and supports professional development to individuals and groups identified by the Director.
  • Attends manifestation hearings.
  • Assists the Director in developing programs and services based on in-depth knowledge of current programs, data and best practices.
  • Assists Director in offering agency-wide support.
  • Is flexible and assumes other duties as assigned by the Director.
Job Qualifications

MINIMUM QUALIFICATIONS:

  • NYS Certificate of Advanced Study in Education Administration
  • NYS Certification - School Building Leader (SBL) and School District Leader (SDL)
  • Solid knowledge of CSE guidelines and regulations as related to Special Education services
  • Ability to deal effectively with people and problem solve
  • Excellent communication and interpersonal skills (oral, written and digital)
  • Ability to work with all constituents
  • Three to five years' experience in a school/district setting
  • Participation as a member of CSE
  • Ability to travel between locations with car
